Bil Senedd Cymru (Rhestrau Ymgeiswyr Etholiadol)| Senedd Cymru (Electoral Candidate Lists) Bill

Ymateb gan Gareth Morgan | Evidence from Gareth Morgan

What are your views on the general principles of the Bill and the need for legislation to deliver the Welsh Government’s stated policy objective (to make the Senedd a more effective legislature by ensuring it is broadly representative of the gender make-up of the population)?

It's ridiculous! Whether every member was male or every member was female, the sex of the person is irrelevant. It's the ability of the member that should be the most important aspect.

Sex, race, religion and everything inbetween will not produce an effective Senedd if the member is not committed to their role. A committed member will or should have the ability to relate to their constituents and give their constituents the ease to speak to them from whatever sex, race, religion and everything they are too.

What are your views on the system of enforcement and potential sanctions for non-compliance proposed in the Bill?

I apologise if I may come across rude but who is paid to make this stuff up?!!!

Are there any potential barriers to the implementation of the Bill’s provisions? If so, what are they, and are they adequately taken into account in the Bill and the accompanying Explanatory Memorandum and Regulatory Impact Assessment?

The only barrier that this whole Reform Bill is creating is even more division between the Welsh public and Welsh Government.

Are any unintended consequences likely to arise from the Bill?

There are many consequences arising from this Bill.

The inability to listen is the biggest one. When reports are littered with negativities from all persons involved, whether that be academics, professionals and the public are dismissed.

So, WHY do committees produce these questionnaires when the findings are ignored?

Why do people like myself spend time completing them when our views are ignored?

Being ignored will lead to many unintended consequences on every side.

What are your views on the Welsh Government’s assessment of the financial and other impacts of the Bill?

The Welsh Government are shambolic with the finances of this Bill.

So much of the budget is being wasted when it could be put to better use at this time of need for so many. Delay this Bill until WG has a budget to support it but when there are so many services being cut at this present time, spending such a large amount on something which isn't a necessity is definitely miss-management of the budget.

What are your views on the balance between the information contained on the face of the Bill and what is left to subordinate legislation? Are the powers for Welsh Ministers to make subordinate legislation appropriate?

Just another waste of funds!!!

Do you have any views on matters relating to the legislative competence of the Senedd including compatibility with the European Convention on Human Rights?

Do you have any views on matters related to the quality of the legislation, or to the constitutional or other implications of the Bill?

Are there any other issues that you would like to raise about the Bill and the accompanying Explanatory Memorandum or any related matters?

If Welsh Government are so convinced by the whole Reform Bill ...ask the Welsh public!!

Put it out there in a referendum.

Anything else?

Publicise these questionnaires more widely so constituents can stress their views.
